Tech-Savvy County Clerk's Office Chooses PeopleComeFirst to Manage Education, Employee Development, and Regulatory Training

Web-based learning-management solution from Genesys, enables Hillsborough County agencies to manage training and perform competency modeling and management

METHUEN, Mass. — February 5, 2002 — Genesys, the Methuen, Mass.-based provider of software and outsourcing services for learning management, human resource (HR) management, payroll, and benefits, announced today that Clerk of the Circuit Court of Hillsborough County, Florida, has selected the Web-based PeopleComeFirst Learning Management System (LMS) to manage learning, learning content, and competencies.

The office of the Clerk of the Circuit Court of Hillsborough County is a progressive and technologically savvy organization," said Larry Munini, president of Genesys. "It has a diverse range of training needs, and, in recent years, has been moving key functions to Web-based technology. The PeopleComeFirst LMS is a natural fit to manage the office's employee education and development, since the system accommodates all types of learning styles and content, as well as the ability to manage an extensive variety of competencies. In addition, the Web-based architecture of the PeopleComeFirst solution dovetails nicely with the office's technical strategy."

"Positions with the Clerk of the Circuit Court are varied and include deputy clerk, accounting, customer service, audit, and official records just to name a few. PeopleComeFirst in the Hillsborough County Clerk of the Circuit Court

The PeopleComeFirst solution is available as an in-house implementation or as a hosted ASP (application service provider) solution; the Hillsborough County Clerk of the Circuit Court has chosen the ASP model. The county's 800 users will access all PeopleComeFirst features— including administration—using a standard browser. Role-based security ensures that individuals will view only their own data, whereas managers and administrators will be able to view information for all relevant employees.

PeopleComeFirst's developmental-planning functionality i s extremely important to the Clerk of the Circuit Court, which must fill a far-reaching set of positions, within a number of different departments, from a candidate pool that includes many people unfamiliar with the Clerk of the Circuit Court and its functions. Being able to build an entire curriculum—including information about the office, particular departments, and the job skills and knowledge required to carry out the positions—will significantly reduce the amount of time it takes the Clerk of the Circuit Court to bring new employees to full productivity.

Technologically Astute County Finds Many Uses for PeopleComeFirst

Hillsborough County Clerk of the Circuit Court will also make good use of PeopleComeFirst's ability to track regulatory training and certification courses. With PeopleComeFirst, the Clerk of the Circuit Court will automate the tracking and reporting of training. Even the printing of certificates upon course completion will be automated.

Other anticipated uses of PeopleComeFirst include:

  • Managing soft-skills training (e.g., business and communication skills, leadership, teamwork)


  • Competency modeling and management (to identify role-based competencies, then create and prescribe development programs to close competency gaps)


  • Managing training in desktop software (to accommodate an impending change in desktop standards)


  • Incorporating an existing catalog of courses, currently managed manually, into the automated PeopleComeFirst solution


Since the Clerk's office, which currently carries out most of its training off site, intends ultimately to provide the bulk of its training internally, it will also rely on the system to manage and coordinate an increasing amount of both e-based and classroom-based courses.
